'Rough stuff' or playing or doing a scene (depending on what you call it) can involve some pretty intense emotions and sensations. Afterwards being gentle, cuddling, checking in, looking after the bottom and making sure they're all right is very important. Otherwise it can lead to some nasty endorphin crashes and emotional side effects. It's called aftercare.
Tops/dominants can also get what's called 'top drop' so the checking-in during aftercare can (or should) be mutual.
Also, completely unrelated to aftercare, you can cuddle someone and also dominate them at the same time, trust me.
